They see nothing until you approve. The chip reads live standing, and standing does not go live without this button. If a flag is raised between now and your click, the approval refuses itself and says so.

The review, in the guest's own words.
This review has already counted toward their participation. It did not change a measure, raise a flag or move standing, and marking it done will not either. A tier moves only if you decide the conduct behind it warrants a flag, and the flag has to name that conduct.
This blocks any grant and withdraws a live tier at once, hold or no hold.
The tier went at once, three weeks into its three month minimum hold. A flag outranks the hold. Sam can qualify again once this is lifted, and the next grant needs approving like any other.
